The Eighth World Congress of Pediatric Cardiology and Cardiac Surgery (WCPCCS) will be held in Washington DC, USA, from Saturday, 26 August, 2023 to Friday, 1 September, 2023, inclusive. The Eighth World Congress of Pediatric Cardiology and Cardiac Surgery will be the largest and most comprehensive scientific meeting dedicated to paediatric and congenital cardiac care ever held. At the time of the writing of this manuscript, The Eighth World Congress of Pediatric Cardiology and Cardiac Surgery has 5,037 registered attendees (and rising) from 117 countries, a truly diverse and international faculty of over 925 individuals from 89 countries, over 2,000 individual abstracts and poster presenters from 101 countries, and a Best Abstract Competition featuring 153 oral abstracts from 34 countries. The purpose of this manuscript is to review the activities related to global health and advocacy that will occur at the Eighth World Congress of Pediatric Cardiology and Cardiac Surgery.
Acknowledging the need for urgent change, we wanted to take the opportunity to bring a common voice to the global community and issue the Washington DC WCPCCS Call to Action on Addressing the Global Burden of Pediatric and Congenital Heart Diseases. A copy of this Washington DC WCPCCS Call to Action is provided in the Appendix of this manuscript. This Washington DC WCPCCS Call to Action is an initiative aimed at increasing awareness of the global burden, promoting the development of sustainable care systems, and improving access to high quality and equitable healthcare for children with heart disease as well as adults with congenital heart disease worldwide.

Summary
Maps generated from various data sources reveal ten new megafans in the northern Kalahari region where, until now, the Okavango had been the only one recognised. Seven megafans were generated by rivers flowing off the Bié Swell of southern Angola, east to the Zambezi basin and south to the Owambo basin. Only three (Okavango, Cuando, Zambezi) are apexed at shoulders of the Okavango Rift (northern Botswana). Unusually, the Cubango/Okavango River has given rise to two megafans: the upstream Cubango megafan, and the well-known Okavango megafan downstream. Avulsion behaviour of three rivers has also demonstrably shifted discharge between major basins over time: the Cassai has, at times, flowed north into the Congo basin; the Cubango flowed into the Owambo basin (Etosha dry lake), but now discharges into the Makgadikgadi basin (via the Okavango megafan); and the Kunene, which now flows to the Atlantic Ocean, at one time discharged into the Etosha pan. Recognising the existence of so many more megafans than previously appreciated, as well as their autogenic, avulsive dynamics, is an invitation to reconsider the regime of sedimentary sequence deposition in these basins, which may have erroneously been interpreted as resulting from climatic or other external forcing factors.

We prove that, for Poisson transmission and recovery processes, the classic susceptible→infected→recovered (SIR) epidemic model of Kermack and McKendrick provides, for any given time t>0, a strict lower bound on the expected number of susceptibles and a strict upper bound on the expected number of recoveries in the general stochastic SIR epidemic. The proof is based on the recent message passing representation of SIR epidemics applied to a complete graph.

Summary
Introduction
Since the late 1990s, as the typical American family saw its income stagnate, the availability of easy credit and cheap imports fueled a consumer and real estate market boom. Households were able to use debt to supplement earnings and thereby live beyond their means, under the illusion of prosperity. The housing bubble and low interest rates added to the illusion as households were encouraged to increase borrowing, using the rising equity in their homes as collateral to fund additional consumption and investment in housing.
The conditions that produced this consumer boom were less comfortable for investors and financial intermediaries. Low interest rates and the large volume of Asian savings in the market not only depressed returns on traditional financial instruments. It also generated increasing pressure from investors for higher yields which could be achieved in essentially two ways: higher risk and higher leverage. Many opted for both, using the booming property markets as fuel. In 2007, however, the US sub-prime bubble burst, plunging the global money markets and economy into crisis and revealing serious imbalances in the system as a whole.

Summary
Introduction
This chapter explores the potential for linking the economic notion of ‘capability’ to the juridical concept of social rights. The notion of capability which was developed first by Lancaster (1966) and then Sen (1985, 1999) in the context of welfare economics, has more recently come to prominence in the debate over European social and economic policy, as a result of its use in the Supiot report on the transformation of work and employment relations (Salais 1999; Supiot 1999). We will argue here that the particular importance of the capability concept lies in its potential to clarify the relationship between social rights and the market order, as expressed in the discourse of European integration.
We begin by revisiting T. H. Marshall's classic analysis of social rights and their ambiguous relationship to the market (Marshall [1949] 1992). We then introduce Sen's capability approach and discuss how far it provides a framework for locating social rights within a market setting. We argue that Sen's non-dogmatic, context-oriented approach to defining the meaning of capabilities offers a viable way forward for thinking about the current tension between market rights and social rights in the European Union. This argument is illustrated by reference to the role played by mechanisms of corporate social responsibility in promoting gender equality.
Social rights
‘Social rights’ are usually understood as claims on resources in the form of income, services or employment. In T. H. Marshall's classic and still influential formulation, social rights were distinguished from ‘civil’ and ‘political’ rights.

In 1999, the joint expedition of the Syrian Directorate General of Antiquities and the Oriental Institute of the University of Chicago initiated excavations and surface reconnaissance at the site of Tell Hamoukar in the northeastern corner of Hassekeh Province (Figs. 1–2). We need to acknowledge, with gratitude, the help and encouragement rendered by Dr Sultan Muhesen, then Director General of Antiquities, and by Sayyid Abdul Messieh Bagdo, of the Antiquities office in Hassekeh.
McGuire Gibson arrived in Damascus on August 24, 1999 and began to implement logistical arrangements with the co-director, Muhammad Maktash. Actual excavation of the site of Hamoukar began on September 9 and ended on October 31.
Hamoukar has been a subject of interest to a number of scholars through the years because of its size and surface pottery, which includes southern Uruk IV types. The presence of even earlier 4th millennium local Late Chalcolithic pottery as well as Ninevite V and mid-3rd millennium types makes the site crucial in addressing a number of important questions. The complexity of settlement in the early 4th millennium, the nature of the Late Uruk occupation and its relation to other sites with similar material in Syria and Turkey, and the history of the site in the Akkadian and post-Akkadian periods can all be elucidated by excavation here.
THE CHARACTERISTICS OF THE LOW PAID: A CROSS-NATIONAL COMPARISON

This paper examines whether the supply side characteristics of the low paid are associated with the labour market wage setting institutions of five countries; Britain, Luxembourg, Germany, Spain and the USA, using the harmonised PAnel COmparability (PACO) data based on household panel studies and the Spanish European Household Panel survey. The age, education, marital status, children, lone parent status, household type, employment status of spouse, and housing tenure of the low paid are examined. The links between these characteristics, the low paid and labour market institutions are examined through multivariate analyses. Labour market wage setting institutions clearly influence the characteristics of the low paid and explain the variations in supply side, as well as demand side characteristics across countries.
